ORSP, on behalf of FGCU, is the only authorized body to submit proposals to an external sponsor or agency for funding.

ORSP, in cooperation with the Principal Investigator (PI), coordinates and leads the discussion and negotiation with the sponsoring agency on issues regarding grant budget and research compliance. ORSP may reject the acceptance of an externally sponsored grant/contract/project/program if the proposal submission process is not followed, even if it is approved for funding by the sponsoring agency.

The proposal submission process is the University’s review and endorsement process for externally sponsored grants/contracts/projects/programs.  Proposal submission routing is necessary to ensure that the appropriate resources are available for the sponsored project, a budget is properly planned and justified, and elements of the project are in compliance with rules and regulations set by the sponsoring agency and the University. The PI is responsible for completing the Proposal Submission Form in the PreAward Forms and Documents section above.

To initiate the proposal submission process, the PI must complete a Proposal Submission Form that includes an itemized budget, a budget justification, and a brief project summary or statement of work. The Proposal Submissions Form is automatically forwarded to the PI's Department Chair and College Dean for approval.

A sound budget proposal (including itemized budget and budget justification) is vital to the success of carrying out a sponsored project. It should be carefully planned and estimated to meet the full financial needs of the project. ORSP provides support in interpreting Federal, State, University, and Sponsoring Agency guidelines related to proper costing principles. PIs are encouraged to work with ORSP early in the preparation process to ensure compliance with all budgetary regulations. Travel Reimbursements

• A TAR must be submitted to the Travel Desk 5 days prior to your departure.
• For international travel a TAR must be submitted to the Travel Desk 30 days prior to your departure.

Note: If you plan to travel internationally, you will need to submit the International Travel Screening Form 45 days prior to your departure date.
